The gemera in Moed Katan (14a) discusses the Mishnah's (13b) comment that someone who came back from "Medinat Hayam" (i.e overseas, outside of Eretz Yisroel) on Chol Moed is allowed to shave during Chol Moed.
Rava explains that everyone agrees that only somebody who went overseas to "tour" is forbidden from shaving when he returns to Eretz Yisroel on chol moed but if the person had gone to earn a living, then it would be permissible for him to shave.

Rashi
This gemara is merely about the reasons for this person's trip vis a vis shaving on chol moed. If the person went for touring, there is no leniency for shaving on Chol Moed.
Rosh, Ra'avad, and More:
The question in this gemara is why the person left ERETZ YISROEL. A person, the Rosh explains, is not allowed to leave Eretz Yisroel to tour. If he went nevertheless, we certainly will not give him any leniency regarding shaving on Chol Hamoed. However, it is permitted to leave Ereyz Yisroel to conduct a business deal.
Conclusion
The Shulchan Aruch (OC 531:4) codified the opinon of the Ra'avad. This Mishna Berurah (531:14) notes that Chazal permitted leaving Eretz Yisroel to perform almost any mitzvah, such as conducting business or visiting a fried. However, he states, it is prohibited to leave Eretz Yisroel to tour other countries. The Shevet Halevi writes that if one is going to Eilat for a short time in order to see the "Niflaot Haborei" - i.e. the wonders of the creator, it is possible that it is permitted. Rav Ovadya Yosef (Yechaved Da'at 3:69) says that can visit graces of Tzadikim in Chutz L'aretz since that is also considered a mitzvah.
